The Post Office will also issue a stamp to commemorate the twenty-third Commonwealth Parliamentary Conference. The twenty-third Commonwealth Parliamentary Conference will take place in Ottawa from 19 to 25 September 1977, following educational tours of Canada for the delegates. They will examine broad questions of international relations as well as technicalities of the legislative process. The Commonwealth Parliamentary Association is sponsoring the conference. Founded in 1911, the Association is composed of "Commonwealth Parliamentarians who, irrespective of race, religion, or culture, are united by community of interest, respect for the rule of law and the rights and freedoms of the individual citizen, and by pursuit of the positive ideals of parliamentary democracy." The commemorative stamp demonstrates Canada's attachment to these ideals. The Commonwealth Parliamentary Conference stamp was designed by Stuart Ash of Toronto. Based on a photograph by Malak, the stamp presents a view of the Peace Tower of the Parliament Buildings with the Canadian flag flying. The tower, the dominant element in the design, symbolizes the central role of parliament in the many countries participating in the conference.
